Initial permissive documentation

Under commercial real estate object design and construction preparation, SEVERIN DEVELOPMENT Company assumes responsibility for development and approval of «Pre-design Engineering» Booklet, issuance of initial permissive documentation set (Permitted Use Act), accompanies the approval of developed design documentation and takes part in defence of design concepts in the state expertise authorities.

According to the preparation procedure provision of initial permissive documentation for design and construction in the territory of Moscow and the uniform procedure provision of pre-design and design construction preparation in Moscow, the following heading work procedure is set:

1. STAGE. Development and approval of «Pre-design Engineering» Booklet

New construction, reconstruction (restoration) and also capital repairs with alteration and change of its functional requirement starts with collection and execution of necessary documentation set for the Booklet development.

Working order of Technical Customer for development and approval of the booklet:

• Development of object architectural design, coordination with Investor,
• pre-design engineering of object sitting, area analysis, approval of Sketch No. 1 with Research and Design institute General Plan, subsurface structure department Mosgorgeotrest, district architectural planning administration, Prefectures, the heads of architectural planning administration Moscomarchitecture;
• The Booklet execution for the regulation committee of the heads of architectural planning administration Moscomarchitecture;

The Booklet includes the following documents:

• РRegulatory legal documents and documents regulating demesnial property relations (Government decree, Regulation, Act, land lease contract, property deed, etc.),
• Line plan (Sketch No. 1);
• Explanatory note;
• General Plan (schemes);
• Floor Plans (schemes)
• Dimension plans (schemes);
• Facades;
• Broach in the street;
• Current situation (photograph);
• Photomontage

2. STAGE. Issuance of initial permissive documentation set (Permitted Use Act)

Further Application (Task) for the development of initial permissive documentation set (Permitted Use Act) is filed to the corresponding local authority in the name of SEVERIN DEVELOPMENT Owner/Developer (Technical Customer).

Working order of Technical Customer for obtaining the set of IPD materials

• The receipt of sanctioning organizations’ conclusions: Center for Sanitary and Epidemiological Supervision, Fire Safety Supervising Agency, Civil Defense and Emergency Headquarters, Moslesopark, Moscomzem, Moscoimushchestvo, Moscopriroda;
• The receipt of State Environmental Expert Review;
• The receipt of Gradobosnovanie.

3. STAGE. Engineering geological (technical) investigations (EGI).

In the process of pre-design preparation and collection of initial documentation for design, SEVERIN DEVELOPMENT Company makes technical design specification for Engineering geological and Engineering technical investigations (the study of land geologic structure: soil structure and properties, the state of load carrying structure, foundation examination), prepares and executes work performance contracts, controls the work production and receives the results of the work completed.

4. STAGE. Technical specifications (TS)

For obtaining technical specifications for utility services connection, SEVERIN DEVELOPMENT Company develops Feasibility study (FS) of the Project, prepares preliminary total estimation of object energy consumption throughout object life-support systems: electro-, heat-, gas-, water-supply, canalization. Furthermore, Applications are filed; preliminary technical specifications for urban systems connection are collected and sorted out: Moscow Cable System Mosenergo, Heat supply system Mosenergo, Mosvodokanal, Mosgas.

Finally, object maintenance engineering conclusion is documented including Sketch No. 2 concerted by the above mentioned services and preliminary technical specifications of object attachment.
