For fulfillment of assumed preparation, management and building inspection obligations, Technical Customer - SEVERIN DEVELOPMENT implements the complex of expert, administrative, auditorial and control, financial and technical resources and measures providing total control of investment construction project aspets, such as:
- Design and construction process legality;
- Intended use of investment (credit) funds for commercial real estate project construction; fiscal discipline; transparency assimilation of capital investment assets;
- Design option performance and achievement in the process of construction quality volumetric project characteristics approved in construction documentation;
- Proper quality execution of construction and installation works;
- Scheduled date of project performance;
Construction organization
Acting as a construction Technical Customer, SEVERIN DEVELOPMENT Company manages the team work of investment project participants, controls project construction in strict adherence to high quality standards, implements scheduled date of construction works execution and guarantees the adherence to project budget.
Specialists of SEVERIN DEVELOPMENT Company organize the team work of construction and erection and design works participants, coordinate actions of main contractor, general project, state and outside organizations, provide effective interaction between work participants through:
- Development and policing of «Master Plan of work execution», «Construction Budget», «Segregation of work participants’ duties and responsibility Protocol»,
- Regular control of assumed contractual obligations fulfillment by work participants,
- Acceptance or justified rejection of completed work results.
Construction mobilization
Under approved and agreed as applicable Project, having positive expertise result, Technical Customer executes the planning permission in the State Architectural-and-Constructional Surveillance Inspectorate (SACSI or any other municipal authority oversight body) and opens the Order to execute heading and earth works in Administrative-Technical Inspection Association (ATIA).
The obligations of the SEVERIN DEVELOPMENT Technical Customer connected with construction preparation and arrangement include:
- Preparation of tender documentation set and holding a tender for execution of work cycle or separate work parts;
- Work measurement and partition of contracting organizations’ power;
- Execution of contracts with all work participants;
- Development and coordination of building construction programme with all construction participants;
- Project construction budget planning;
- Preservation scheme and project condition planning, site protection contract execution;
- Documents preparation for project insurance, project insurance contract execution;
- Acceptance of completeness, amount and quality design documentation and its issue to main contractor organization into work execution;
During construction site development and construction mobilization , the SEVERIN DEVELOPMENT Technical Customer takes measures connected with:
- Territory emptying, building demolition registration being in construction area;
- Natural archaeological research;
- Sideshift and rerun of networks;
- Laying out of building lines, building axes, Benchmark setting up;
- Construction site development (organization of hoarding, temporary buildings, temporary roads, composting toilet installation, organization of wheel wash);
- Organization of temporary networks (electrical, water, sewage).
Construction and erection work management
In the process of construction and erection work management SEVERIN DEVELOPMENT Company plans, organizes construction and erection and finishing works cycle and is jointly and severally responsible for:
- Achievement of object characteristics included in the Project;
- Amount, quality and construction period adherence in strict correspondence with the approved Project and SNiP (construction norms and regulations);
- Effective coordination and interaction of construction participants;
Construction management is carried out through work execution period and work amount control, fulfillment of contracting organizations’ contractual obligations and timely effective reaction in case of emergency by management system of construction risks.
- Control of timely and continuous financing of project construction;
- Execution control of «Master network graphic of work execution»;
- Execution of coordination and interaction of design building and erection specialized organizations, equipment suppliers;
- Tracking of concluded contracts terms fulfillment;
- Timely presentation of claims to contracting organizations, suppliers for non fulfillment of contractual obligations;
- Settlement of contentious and conflict situations;
- Organization and performance of control expert procedures;
- Development and realization of prevention measures connected with quality degradation, construction period failure, and construction cost increase;
- Development of monthly (weekly) building construction programme.
- Policing of site protection operation;
- Policing of accident prevention regulations, fire security, occupational health and safety on site.
Construction recording
In terms of adherence to the construction budget and total construction cost, the SEVERIN DEVELOPMENT Company carries out:
- Completed works’ amount and cost checkup presented to payment by construction and erection organizations (Certificate according to КS-2, КS-3 forms) for compliance with construction documentation;
- Prevention of unreasonable rates, amount increase. Discovery and rejection of unreasonable expenditures.
- Operative recording maintenance of construction in process: growing amounts and cost of accepted and paid construction and erection works;
- Record keeping of amounts and cost of poorly completed construction and erection works, expenditures for defect elimination and alteration;
- Purchasing documents checkup (nomenclature, price, work amount) of building and erection organizations, suppliers;
- Approval of financial and accounting documentation of building and erection organizations;
- Payment for completed works of main contractor organization, suppliers subject to Act of Acceptance;
- Confirmation of final accounts on completed construction project.
