The scope of tasks connected with Financial and technical audit performance also includes regular control of primary executive technical documentation accuracy maintenance (actual sketches of instrument survey of mounted constructions, object sections, works and engineering services), acceptance act execution of hidden works and important constructions, test protocols, general and special work journals.
Amount and cost checkup of completed construction and erection works
Under Financial and technical audit performance completed works commissioning (used materials) presented by contracting organizations is checked for compliance with amount and construction cost according to approved construction documents, contractual obligations of the contracting organization.
In order to prevent unreasoned overstatement of work amount and cost presented for payment composition and accuracy checkup execution of completed work Acts, application relevance of rates, coefficients, indirect expenditure norms in Acts for compliance with approved rates and construction concepts.
If appropriate purchasing documentation (nomenclature, price, work amount) of contracting organizations, suppliers for compliance with mid-market prices and specifications put in design documentation is checked.
Construction period checkup
Construction period checkup consists in regular intermediate checkpoints tracking of production schedules of separate general construction, erection, finishing work types and correlation of particularly completed works for accounting business period with the investment business plan.
In order to prevent (or eliminate) construction period failure in the framework of financial and technical control, work production techniques, promptitude and sufficiency of construction site supply with materials, facilities, equipment, work force and technicians and engineers are analyzed.
As a result of analysis the complex of required organizational, financial and engineering measures to catch up the lag in work production is developed.
Financial and technical audit accounting documents
Financial and technical audit work results are annual presentation of the Report on quality, amount, cost and construction period to the Investor including the following documents:
- Work completion act with enclosure certificate according to КS-2, КS-3 forms;
- Amount and cost calculation of construction and erection works on a cumulative total basis approved by technical supervision and paid by the Investor;
- Certificate of construction and erection works’ amount and cost done poorly by contracting organization;
- Certificate of expenditures’ amount and cost connected with defect and alteration elimination;
- Compliance certificate of actual construction work performance period with the scheduled period;
- Judgment on construction compliance with intended use of investment (credit) funds and construction documentation concepts.
